Francesca De Chiara è ricercatrice presso la Fondazione Bruno Kessler (FBK) di Trento e Fellow del The Governance Lab presso la New York University. In FBK, lavora presso l'unità Digital Commons Lab, è alla guida del progetto Open Data 200 Italia, uno studio sistematico sulle aziende italiane che usano dati aperti per fare business. Ha co-fondato il primo nodo italiano di Open Data Institute, fa parte del gruppo italiano di Open Knowledge International. Francesca ha un dottorato in Sociologia, ha lavorato presso università americane e inglesi (Cornell, Warwick, NYU). Ha una forte passione per i progetti collaborativi on line, e tutto ciò che concerne i processi di condivisione della conoscenza in rete. Recentemente ha co-organizzato Scuola di Tecnologie Civiche.

Open Data 200 Italia: bias and challenges

The project Open Data 200 Italia (italy.opendata500.com) is an ongoing systematic investigation into the reuse of open data for commercial purposes, in Italy. Launched by FBK in collaboration with the GovLab-NYU, its main goal is to reach a better understanding of the benefits derived from the release of open data. Benefits and impact are still hard to measure, the early findings of the research revealed great potential, but also methodological challenges. Insights are based on empirical evidence collected from a relatively large sample of Italian companies. “The commercial value of much core reference data was recognized well before the open data agenda took hold” says Boswarva (2013). In Italy data-sets of high commercial value are still the main source of revenue for public bodies. The adoption of alternative business models for these data-rich organizations faces barriers and limitations. That’s just one of the reason in support of more impact studies and investigations on the reuse of public sector information in order to rethink how the public and private sectors can cooperate to achieve greater access and to improve value creation.
